Abstract

Переход к рыночной экономике перевел проблемы здоровья и его сохранения в разряд животрепещущих экономических проблем, превратив здравоохранение наряду с отраслью образования в полноценную отрасль экономики, где формируется и прирастает самая большая ценность на свете — человеческий капитал. Здоровье человека является интегральным показателем, который характеризует эффективность всей системы производственных отношений и уровня развития человеческого капитала. Радикальные реформы в сфере экономики и государственного управления, переход на новые принципы хозяйствования, перераспределение сфер правовой и финансовой компетенции между центрами и регионами обусловили необходимость столь же радикального реформирования социальных отраслей, включая систему охраны здоровья населения.
