Abstract

Поскольку в современной экономике знаний образовательный ресурс является первостепенной общественной ценностью, и его сохранение и дальнейшее приращение требуют, прежде всего, увеличения расходов на образование и науку со стороны всех социальных субъектов, важнейшей ролью правительства России, региональных и местных структур власти в ближайшей перспективе должно выступать создание на всех уровнях общественной структуры максимально благоприятных условий для инвестирования в сферы производства и передачи знаний.
