Abstract

Малый бизнес в России не приносит ожидаемого эффекта, не реализуются его основные функции, такие как рыночная адаптация к условиям производства, создание новых рабочих мест, снижение уровня безработицы, поступление налогов в бюджет, создание конкурентной среды. Темпы развития малого бизнеса и фактические показатели присутствия малых предприятий на рынке существенно ниже не только по сравнению с западными странами, но и постсоциалистическими государствами.
