Финансовая Политика: Направления Осуществления И Степень Реализации

Abstract

В статье актуальные теоретические вопросы формирования и исполнения финансовой политики применительно к российской действительности, дана характеристика складывающимся тенденциям степени реализации, финансовых задач, в том числе через призму бюджетного процесса. Автор раскрывает те несоответствия, которые снижают эффективность проводимой финансовой политики, с преобладанием ее формальной логики и низкой экономической обоснованности. Особо выделена проблематика обоснованности и соответствия финансовой политики характеру государственного устройства и принципу разделения властей. Рассмотрены методологические аспекты принятия финансовых решений и их эффективность.
