Имитационное Планирование Как Институт Российской Модели Национальной Экономики (На Примере Фцп «Научные И Научно-Педагогические Кадры Инновационной России»)

Abstract

Сравнивая разные виды плановой деятельности, авторы предлагают в зависимости от того, кто участвует в плановой деятельности, отличать реальные напряженные планы от имитации планирования, для которой характерны недостаточная обоснованность, низкая напряженность и слабый контроль за выполнением планов. Ярким примером имитационного планирования авторы считают разработанную на 2009-2013 гг. федеральную целевую программу «Научные и научно-педагогические кадры инновационной России». В статье проанализированы основные характеристики этой программы и указано на существенные недостатки как в ее содержании, так и в контроле за ее выполнением. В заключительной части статьи сформулированы перспективы изучения имитационных институтов, возникающих при институциональной имплантации.
