Abstract

Современная сфера интеллектуально-образовательных услуг потенциально главное конкурентное преимущество российских регионов в эпоху глобализации мирохозяйственных связей на основе применения высоких технологий возникла в результате длительной конкуренции исторически-различных моделей функционирования и развития высшей школы. Следует подчеркнуть, что «Россия отличается от многих стран мира тем, что имеет традиции высокоразвитой науки и образования, что представляет в современном мире наиболее важный стратегический ресурс» [2, с. 33].
