Российская Стабильность Последних Лет: Предпосылка Экономического Развития Или Институциональный Склероз?

Abstract

Период после августовского кризиса 1998 года обычно рассматривается как эпоха усиления стабильности в России. При этом развитие российского общества и экономики получает довольно разные оценки, поскольку статистика выявляет как положительные, так и отрицательные тенденции. Главный вопрос, возникающий в данной связи, состоит в том, предвестником чего является эта стабильность. В теоретической литературе можно найти основание как для оптимистичного, так и пессимистичного разрешения этого вопроса, поскольку стабильность, как будет показано ниже, стимулирует инвестиции, но стабильность же иногда обозначается как институциональный склероз. Итак, что больше напоминает стабильность в нашей стране: благоприятное условие для экономического развития или институциональный склероз?
