Abstract

В статье рассматриваются сущностные характеристики налоговой конкуренции, дается подробная классификация ее свойств. Раскрываются причины роста налоговой нагрузки регионов на фоне снижения налоговых ставок, которые связаны: переходом от косвенного налогообложения к прямому; неравномерным применением налоговых режимов; несовершенством правового инфорсмента в налоговой и бюджетной сфере; воздействием скрытой налоговой конкуренции; изменением структуры налоговой системы и межбюджетных отношений.
