Abstract

Проделанный в статье анализ роли и функций муниципалитетов позволяет предложить формировать их экономическую политику в соответствии с двумя основными постулатами экономики благосостояния. При оценке деятельности муниципалитетов основным критерием должна быть сбалансированность экономической эффективности и распределения доходов. Основной задачей муниципальных властей представляется реализация принципа Парето, т.е. осуществление таких изменений, которые, улучшая положение одних, не затрагивают положения других.
