Стратегическое Планирование Экономического Развития И Системные Причины Его Неудач

Abstract

В России накоплен некоторый опыт планирования в условиях рынка. Возникшая уже в первые годы реформ объективная потребность в упорядочении процесса управления экономикой, придании системного характера отдельным актам государственного регулирования во многом обусловила появление Постановления Правительства РФ «О разработке прогноза социально-экономического развития и комплексных мер государственного регулирования на 1994 год», постановления Госкомстата России «Об утверждении унифицированной системы показателей, характеризующей социально-экономическое развитие города, района, сельского поселения, для разработки прогнозов развития этих населенных пунктов», принятие в 1995 г. Федерального закона «О государственном прогнозировании и программах социально-экономического развития Российской Федерации». Указанные законодательные акты определили основные требования к формированию системы прогнозов, концепций и программ, обозначили перечень документов для их разработки на региональном уровне, что составило базу для развития планирования в субъектах Федерации.
