О Некоторых Вопросах Организации Местного Самоуправления

Abstract

Несомненно, важнейшим положением Федерального закона от 6 октября 2003 года 1З1Ф3 «Об общих принципах организации местного самоуправления в Российской Федерации» является наделение каждого муниципального образования полномочиями формировать и исполнять собственный бюджет. Теперь даже небольшой населенный пункт будет утверждать свой собственный полноценный бюджет, состоящий из доходов и расходов. Более полные права и свободы, предоставленные местным органам самоуправления, и, в особенности, органам самоуправления сельских поселений в области бюджетной самостоятельности, равноправия с муниципальными районами и «автономности» не означает анархию, но закрепляет большую степень ответственности, чем раньше, за развитие и бюджетную обеспеченность своих поселений.
