Abstract

Переход к рыночным отношениям в России обусловил необходимость социально-экономических преобразований во всех сферах жизнедеятельности. Полностью меняется характер деятельности всех уровней управления: изменяются структура и функции государственных органов власти; реформируется кредитно-финансовая система; развивается негосударственный сектор организаций в сфере социального обслуживания потребителей, у населения появляется возможность реального выбора форм и методов решения своих жизненно необходимых проблем. Реформа жилищно-коммунального хозяйства (ЖКХ) является составной частью общеэкономических преобразований российской экономики, включая политику оплаты жилья и коммунальных услуг, систему социальных гарантий, а также вопросы повышения эффективности управления и содержания жилищного фонда.
