Актуальные Вопросы Централизации И Децентрализации Бюджетного Учета На Уровне Муниципального Района

Abstract

На современном этапе ранее действовавшая нормативная база, регулировавшая порядок создания и функционирования централизованных бухгалтерий, де-факто прекращает действовать [5, с. 11]. Новые документы в системе нормативного регулирования бухгалтерского учета бюджетных учреждений в этой части не принимались, и, как можно заключить из текста новых нормативных актов, их принятие не предполагается. В тексте действующей Инструкции по бюджетному учету, утвержденной Приказом Минфина России № 25н от 10 февраля 2006г., содержится только одно упоминание о централизованных бухгалтериях в разделе IV (которым регулируется порядок организации учета расчетов по централизованным поставкам). Несколько упоминаний имеется в Приложениях к Инструкции и Приказе Минфина России № 123н от 23 сентября 2005 г. «Об утверждении регистров бюджетного учета».
