Оптимальное Регулирование Вредных Производственных Выбросов В Условиях Международной Мобильности Капитала

Abstract

Государство решает проблему внешних эффектов производственной деятельности либо командно-контрольными методами (область применения которых весьма ограничена), либо применением рыночно ориентированной политики, которая состоит во введении платы за загрязнение окружающей среды (налоговых платежей за загрязнение) и развитии рынка разрешений на загрязнение [2, 1). В современных условиях экономического развития наблюдается возрастание роли транснациональных фирм и международного перелива капитала. В работе показано, что в таких условиях может оказаться оптимальным использование сочетания продаваемых и бесплатно распределяемых разрешений на загрязнение.
