Abstract

Конституционный принцип автономности местного самоуправления власти предполагает создание его экономической базы — долговременной и предсказуемой системы формирования доходной части местных бюджетов. В настоящее время в сельскохозяйственных районах наблюдается устойчивая тенденция превышения расходов местного бюджета над доходами, что в свою очередь является одной из основных причин того, что ситуация по жизнеобеспечению населения муниципальных образований не улучшается.
