Abstract

В период бурного роста российской экономики, когда бюджетные проблемы регионов существенно ослабли, казалось, что острота поднятых нами проблем несколько ослабла. Однако текущий экономический кризис показал, что практики деформализации правила взаимодействия власти и бизнеса стали и более разнообразными, и лучше организованными, а наше исследование не потеряло, а даже приобрело дополнительную актуальность. Развитие событий показывает, что деформализация правил в российской экономике не временное явление, характерное для трансформационного спада, а ее устойчивая характеристика.
