Инновационный Фактор Муниципального Развития: Программный Подход

Abstract

В данной статье проводится обоснование теоретических подходов к управлению инновационным развитием муниципального образования и выявление факторов, способствующих повышению роли инновационной составляющей в развитии муниципалитета, также, осуществляется разработка инструментария, ориентированного на программный подход к наращиванию инновационной активности на местном уровне. Кроме того, проводится исследование причин недостаточной практической эффективности управления муниципальными инновациями посредством принятия целевых программ и дается ряд рекомендаций по совершенствования программных механизмов воздействия на инновационное развитие муниципалитета.
