Abstract

Трансформации экономической и социальной структуры российского общества привели к тому, что значительная часть проблем, стоящих на федеральном уровне, перешла на уровень регионов. Результатом структурного реформирования стало образование в стране большого числа проблемных, депрессивных и отсталых регионов, которые не могут в полной мере использовать свой экономический потенциал, величина которого характеризует уровень развития производительных сил и производственных отношений, определяет конкурентоспособность и экономическую безопасность региона.
