Правовые Аспекты Финансовой Основы Местных Бюджетов

Abstract

Охарактеризованы изменения, предусматриваемые Федеральным законом «Об общих принципах организации местного самоуправления в Российской Федерации» № 131-ФЗ. Выделены положительные и отрицательные моменты, возникающие в связи с вступлением в силу данного закона. Отмечено, что закон по-прежнему игнорирует многие назревшие проблемы местного самоуправления в России. Проанализированы другие федеральные законы, оказывающие существенное влияние на местное самоуправление. Выявлены проблемы, возникающие в процессе реализации реформы местного самоуправления.
