Последствия Реформирования Электроэнергетики С Позиций Развития Конкуренции

Abstract

В статье проанализирован уровень конкуренции, сложившийся в настоящее время на оптовом рынке электроэнергии и мощности в Российской Федерации. Аннота ции 75 В качестве инструмента оценки уровня конкуренции был использован индекс Херфиндаля-Хиршмана, рассчитаный для поставщиков и покупателей во всех зонах свободного перетока оптового рынка электроэнергии и мощности России. Дополнительно исследован учёт влияния на конкуренцию активов, принадлежащих государству. Проведённый анализ показал, что сформировалась скоординированная олигополия в условиях неготовности системы государственного регулирования, ориентированной в течение длительного времени на регулирование монополии. Выявлены также и иные, как позитивные, так и негативные последствия реформирования электроэнергетики.
