Abstract

Стратегия социально-экономического развития России в качестве ключевого решения предусматривает перевод российской экономики с инерционного, энергосырьевого на инновационный путь развития. В этой стратегии особую роль играет отечественная нефтяная промышленность. Несмотря на решающий, наряду с газовой отраслью, вклад нефтяной отрасли во внешнеторговый и инвестиционный потенциал России, собственно задача модернизации и инновационного развития ТЭК не ставится ни в одном действующем официальном документе.
