Программы Опережающего Профессионального Обучения: Семь Лет От Кризиса К Инновационному Развитию

Abstract

Статья посвящена рассмотрению современного состояния программ опережающего профессионального обучения (далее ОПО), направленных на содействие занятости населения в случае угрозы массового увольнения. Предмет исследования роль и место мероприятий по снижению напряженности на рынке труда и ОПО в сфере занятости населения. Цель работы сравнить правила предоставления субсидий из федерального бюджета на ОПО в 2009-2015 гг., выявить основные проблемы и направления развития государственной поддержки программам ОПО. Отмечено существенное возрастание роли ОПО на современном инновационном этапе экономического развития, о чем свидетельствуют размеры субсидий из федерального бюджета выделяемых на региональные программы снижения напряженности на рынке труда. Основная задача современного этапа развития программ ОПО создание «инновационного ОПО», предполагающего наличие перспективных рынков труда, обеспечивающих потребности инновационного развития экономики и инфраструктуры.
