Abstract

Одна из основных задач государственного регулирования заключается в том, чтобы найти и сохранить баланс между экономической и социальной эффективностью принимаемых управленческих решений, уравновесить механизм конкуренции с социальными механизмами существования общества. Действенным механизмом, оказывающим положительное влияние на развитие конкуренции, предпринимательской и инвестиционной деятельности и направленным на достижение баланса экономической эффективности и социокультурного функционирования общества, является оценка регулирующего воздействия. В статье описана процедура проведения оценки регулирующего воздействия проекта нормативного правового акта Ульяновской области, затрагивающего вопросы регулирования розничной продажи алкогольной продукции.
