Методы Снижения Рисков Коррупции В Системе Государственных И Муниципальных Закупок

Abstract

Доминирование в антикоррупционной политике РФ мер по борьбе с низовой коррупцией при фактическом саботаже войны с "верхушечной" обусловливает необходимость анализа мирового опыта их локализации. Высокая политизированность этой проблемы в системе закупок для удовлетворения потребностей общественного сектора обостряется триллионными объемами государственных расходов и параллельно растущими потерями от коррупции. В статье анализируется мировой опыт локализации коррупции в сфере бюджетных закупок, начиная с Конвенции ООН против коррупции и заканчивая современным, широко используемым в мировой практике методом дисквалификации. Проведен сравнительный анализ зарубежной и российской антикоррупционной политики в сфере закупок для государственных и муниципальных нужд. Обоснованы методы тестирования коррупционных действий, способы противодействия коррупции, снижающие эти потери. Это позволило предложить комплексные меры локализации коррупции.
