О Некоторых Решениях Актуальных Проблем Публичных Закупочных Аукционов В России

Abstract

Цель: разработка методов повышения эффективности и результативности публичных закупок в российских публичных аукционах. Методы: системного анализа, статистический и абстрактно-логический методы. Результаты: На основе оценки ситуации в сфере публичных закупок, проведенных по результатам электронных аукционов в Российской Федерации, доказана нецелесообразность использования текущей формы обратного английского аукциона; предложена и обоснована необходимость разработки новых дизайнов аукционных торгов. Научная новизна: Сформирован перечень основных причин неэффективности публичных закупочных аукционов в России, обоснована целесообразность применения других форм аукционных торгов, внесены предложения по использованию голландских аукционов и аукционов с запечатанными ставками, определены условия использования последних. Практическая значимость: проявляется в возможности оптимизировать расходы государственного управления в России, повысить качество поставляемой для государственных и муниципальных нужд продукции.
