Вопросы Политической Стратегии В Формировании Инновационных Систем

Abstract

Цель: определение основных тенденций развития политики в области научных исследований и инноваций в европейских странах. Методы: экономико-статистические и абстрактно-логические. Результаты: раскрыты тенденции формирования политики в области научных исследований и инноваций, прежде всего, в странах Европы. Проведено сравнение основных параметров мировых инновационных систем и на основе этого выявлены значительные расхождения траекторий развития стран Европы, группы развивающихся стран и России. При рассмотрении становления общеевропейской организации поддержки науки и инноваций отмечены факторы, определяющие устойчивые взаимодействия ученых и распространение знаний. Научная новизна: анализ структуры и объема расходов на исследования и разработки в странах с различными уровнями доходов на душу населения; выявление траекторий развития инновационных систем в странах Европы и России. Практическая значимость: возможность учета результатов анализа становления инновационных систем в европейских странах при разработке национальной инновационной политики.
