Abstract

ПРОБЛЕМЫ ЭФФЕКТИВНОСТИ КООРДИНАЦИИ ДЕЯТЕЛЬНОСТИ ПО БОРЬБЕ С КОРРУПЦИЕЙ Цель: выявление проблем эффективности координации антикоррупционной борьбы и путей их решения. Методы: абстрактно-логический метод, метод системного анализа, социологические, этимологические, историко-правовые и иные общие и частнонаучные методы и приемы исследования. Результаты: на основе оценки мнений разных ученых в изучаемой сфере деятельности доказана необходимость иного, более практически значимого определения эффективности координации; исследованы и обобщены все существенные авторские позиции и точки зрения в данном вопросе; предложено определение эффективности; выявлены существенные компоненты данной системы. Научная новизна: впервые дано определение эффективности правового явления через затратный подход. Одновременно подвергнуты критике иные сложившиеся на практике «традиционные» подходы к данным явлениям. Практическая значимость: в возможности оптимизировать меры государственного противодействия коррупционным проявлениям в России, сделать координацию деятельности органов власти по борьбе с коррупцией более эффективной.
