Антикоррупционная Политика И Деятельность

Abstract

Цель: привлечь внимание к вопросу об антикоррупционной политике как функции управления и концептуально-правовой основе управленческой деятельности в сфере противодействия коррупции. Методы: системного мышления, синергетического подхода, сравнительного анализа. Результаты исследования: выработка базового определения антикоррупционной политики; разработка критериев (оснований) разграничения антикоррупционной политики и антикоррупционной деятельности. Научная новизна: впервые дается в значительной мере скорректированное определение понятия антикоррупционной политики; рассматривается соотношение понятия «антикоррупционная политика» с понятием «антикоррупционная деятельность»; излагаются характерные «политические» признаки; высказывается идея разработки концептуально-правовых основ политики противодействия коррупции. Практическая значимость: научное обоснование положения управленческой деятельности в сфере борьбы с преступностью открывает возможности научной дискуссии по данной проблеме и позволяет оптимизировать функционирование всей системы государственного управления.
