Abstract

В статье поднимается проблема совершенствования методов обеспечения сбалансированности бюджетной системы Российской Федерации. Для использования преимуществ целевых программ, совершенствования процедур их разработки предлагается использовать новый метод управления бюджетными ресурсами – метод целевого управления. Обосновывается необходимость принятия Проекта федерального закона «О целевых программах».
