Abstract

Необходимость модернизации организационно-финансового механизма системы образования, входящей в состав социально-культурной сферы, вытекает из анализа проблемных факторов, порождающих несоответствие структуры, качества и финансовой обеспеченности профессионального образования социально-культурной сферы потребностям инновационного социально-экономического и технологического развития Республики Татарстан. Задача инновационного развития республики требует развития социально-культурной сферы не только как инструмента насыщения рынка труда, в том числе неконкурентных производств и видов деятельности, но и образования как социального института, адекватного обществу, базирующемуся на экономике знаний, высокотехнологичных проектов и технологий.
