Особенности Программно-Целевого Управления Развитием Арктической Зоны России

Abstract

В статье рассматриваются вопросы применения программно-целевого управления развитием сложных территориально распределенных систем применительно к Арктической зоне России. Показаны необходимость усиления внимания к освоению Арктической зоны, условия, влияющие на возможные управления развитием, которые в свою очередь необходимо учитывать при модификации механизмов программно-целевого управления, позволяющие согласовывать действия множества участников, сочетать инфраструктурное обустройство с обеспечением национальной безопасности, учитывать национальные интересы в рамках международного сотрудничества. Взаимосвязи программно-целевого управления Арктической зоны РФ и инновационных компаний, участвующих в Программе развития Арктической зоны РФ и проектах ее реализации, определяют потребность в привлечении инновационных компаний. Предложена матрица взаимосвязей особенностей программ и инновационных компаний.
