Abstract

Стратегия социально-экономического развития регионов должна быть основой для формирования бюджетно-налоговой и денежно-кредитной политики. Формирование стратегических планов должны обеспечить выход на новый уровень инновационного экономического и социального развития России. Для решения поставленных масштабных задач необходима адаптация действующего законодательства в части бюджетно-налоговой и денежно-кредитной политики в Российской Федерации. Важным направлением развития социально-экономического развития территорий является кластеризация и формирование проектов государственно-частного партнерства (далее ГЧП). В рамках интеграции стран в мировое хозяйство конкурентоспособными могут быть только организации как системы в форме кластеров и проектов ГЧП. В рамках формирования организаций как систем необходимо предусмотреть формирование стандартов устойчивого развития (далее СЭУ) для социальной защиты населения и повышения человеческого капитала.
