Анализ Демографических Процессов В Российской Арктике

Abstract

Доказана необходимость инвестиций в человеческий капитал для поддержания заселенности территорий российской Арктики и реализации национальных геоэкономических интересов в циркумполярной зоне. Происходящие же в российской Арктике демографические процессы до сих пор характеризуются убылью населения. В качестве эмпирической базы исследования используются панельные данные за 1996-2014 гг. для 8 регионов России, которые согласно Указу Президента РФ № 296 от 2 мая 2014 г. полностью или частично относятся к Арктической зоне РФ. Модель с фиксированными эффектами для роста населения доказывает, что повышение уровня жизни и обеспеченности общественными благами выступают условием поддержания заселенности арктических территорий. Устранение излишних пространственных различий в социальном развитии следует рассматривать как приоритет государственной политики в Арктике, чтобы сделать циркумполярную зону привлекательной для проживания.
