Abstract

В статье приведены результаты сравнительного анализа отечественной и зарубежной практики организации и управления инновационным развитием в оборонно-промышленном комплексе (далее ОПК). Анализ был произведен на базе нормативно-правовой и организационно-методической составляющей инновационной деятельности оборонно-промышленных предприятий. Обоснована необходимость перехода к новой стратегии инновационного развития оборонно-промышленного комплекса на базе программно-целевого управления. Новая стратегия основывается на государственном регулировании, осуществляемом на доинвестиционной стадии производства и косвенном регулировании всей бизнес среды предприятий ОПК с целью опережающего развития инновационной деятельности. Даны рекомендации по осуществлению перехода к новой стратегии инновационного развития ОПК.
