Abstract

В 2014 году стало очевидным, что эпоха однополярного «евродолларового» мира закончилась. Бремя принятия решений на мировой арене водрузилось и на плечи России. Смена мировой парадигмы заставляет по-иному взглянуть на отдельные вопросы и внутри России. Без сбалансированной по разным (от финансового до отраслевого) направлениям экономики в условиях внутренних несогласованностей, общей мировой стагнации и внешних вводных в виде санкций в стране будет трудно преодолеть многие внутренние и внешние угрозы. В этой связи, принятый летом сего года федеральный закон "О стратегическом планировании в Российской Федерации" призван сменить парадигму и подходы к отдельным системообразующим моментам в экономике страны. Эпоха непринятия планирования в России, по-видимому, закончилась.
