Проблемы Модернизации Нефтепереработки Казахстана

Abstract

Казахстан является одной из крупнейших стран-экспортеров сырой нефти. В то же время, нефтеперерабатывающие заводы Казахстана предпочитают загружаться российской нефтью. Дело в том, что нефть, поставляемая из России в Казахстан, много лет облагается нулевой налоговой ставкой. Более того, в декабре 2010 года Россия и Казахстан договорились не изменять этот режим до 2015 года. Казахстану выгоднее собственную нефть экспортировать, а российскую закупать. В обозримом будущем, учитывая техническое состояние отечественных НПЗ, рассматривать сценарии серьезной модернизации нефтепереработки Казахстана бесперспективно. Необходимые для этого инвестиции, в том числе предусматриваемые программами, в три раза выше фактических вложений. Для чиновников дефицит топлива предпочтительнее, чем его избыток. Отсутствие модернизации означает, что в ближайшие годы доля импортного бензина будет лишь возрастать.
