Развитие Общественного (Муниципального) Управления Сферой Услуг Жилищно-Коммунального Назначения: Проблемы, Перспективы

Abstract

Механизм взаимоотношений между государством, органами местного самоуправления, населением и предпринимательскими структурами в жилищно-коммунальной сфере России несовершенен. Решение проблемы состоит в достижении баланса интересов всех участников отрасли. Наиболее рациональная схема параллельное существование рынка и системы государственного и общественного (муниципального) управления, которые подчиняются установленным законом правилам. Необходимо усиливать роль муниципальных образований, которые не являются органами государственной власти и обеспечивают организацию общежития на своей территории с выделением в качестве приоритетных общих интересов проживающих. Необходимо устранение негативных последствий монопольного положения поставщиков и производителей услуг. Общей стратегией управления сферой ЖКХ должен быть переход от рынка, закрытого и монопольного, к открытому и конкурентному.
