Abstract

Общей тенденцией реформирования здравоохранения в мире является государственное финансирование и регулирование здравоохранения плюс государственные гарантии бесплатной медицинской помощи с акцентом на профилактику. По мнению Всемирной организацией здравоохранения, необходимо повсеместно интенсифицировать внедрение первичной медико-санитарной помощи (ПМСП), которая дает реальную возможность сделать системы здравоохранения более доступными для всех и справедливыми. Описывается и оценивается опыт реорганизации здравоохранения и развития ПМСП во многих странах мира. С точки зрения сохранения и укрепления здоровья нации, внедрение в здравоохранении нашей страны рыночных отношений и тотальной системы добровольного медицинского страхования не имеет перспектив из-за неплатежеспособности большей части населения. Решение задачи повышения эффективности первичной медицинской помощи состоит в создании инфраструктуры так называемых Общих врачебных практик на основе современной поликлинической сети. Эта сеть имеет достаточный потенциал для структурной перестройки ПМСП, но схема ее внутренней организации требует оптимизации.
