Abstract

Статья посвящена теоретическим основам права граждан на обращение: понятию, содержанию, признакам, взаимосвязи с политическими правами. Автором в процессе исследования делаются следующие выводы: 1) Конституционное право граждан на обращение является одним из фундаментальных политических прав граждан и необходимым составным элементом конституционного и административно-правового статуса личности; 2) Право на обращение создает предпосылки для реализации других прав и свобод личности; 3) Содержание права на обращение является достаточно дискуссионным и неоднозначно понимаемым вопросом. Автор придерживается традиционного изложения основных видов обращений граждан: предложение, заявление, жалоба, ходатайство.
