Abstract

В данной статье говорится о механизмах социальной защиты населения, и конкретно населения Дагестана. Автор описывает перспективные направления развития ресурсной финансовой базы системы социальной защиты населения и утверждает, что социальное страхование является ведущим институтом такой защиты. В работе ставятся ряд проблем, которые автор пытается разрешить: отсутствие четкого разграничения полномочий между органами власти Федерации, субъектов Федерации и органов местного самоуправления по поводу системы адресной социальной помощи, недостаточная эффективность федеральных целевых программ, чересчур сильная нагрузка на государственный бюджет, неисполнение государственных обязательств по социальной защите и др.
