Abstract

В статье анализируются подходы и средства к оценке эффективности реализации муниципальных целевых программ. Рассматриваются задачи, которые необходимо решить в процессе оценки эффективности муниципальных целевых программ. В том числе и задача по выбору наиболее эффективных программных мероприятий на каждом этапе выполнения целевой программы. При этом сравнение и выбор максимально эффективных программных мероприятий осуществляется с учетом их внешних эффектов экстерналий. Рассматриваются пути оценки внешних эффектов на основе индикаторов качества жизни муниципального образования. Приводится алгоритм формирования максимально эффективных программных мероприятий в процессе реализации программы. Осуществляется финальная оценка эффективности целевой программы.
