Abstract

Взаимодействие общества и природы имеет глубокие исторические корни. Изучение исторического развития деятельности государства в регулировании отношений по охране и использованию природной среды следует охарактеризовать как возникшую необходимость решения проблемы охраны природы в целях дальнейшего развития и существования общества. Исторический опыт регулирования вопросов по сохранению и охране окружающей среды своего обитания является первоочередным, так как этот опыт дает действительную возможность для решения современных экологических проблем, найти правильное и оптимальное решение в применении правовых инструментов, найти наиболее правильное юридическое их оформление, не повторяя прошлых ошибок, и что особенно важно, избежать непоправимых катастроф
