Abstract

Административная реформа внесла существенные изменения в правовые и организационные основы деятельности таможенных органов. Напрямую это затронуло функциональную компетенцию таможенных органов, правовое регулирование которой в настоящее время характеризуется противоречивостью. Действующие нормативные правовые акты закрепляют различные типы функций таможенных органов без установления их взаимосвязи и ясности их правовой сущности. На основе анализа данных функций автор обосновывает наличие трехуровневой системы функций таможенных органов, а также вносит предложения по совершенствованию их правового закрепления.
