Abstract

Исследование понятия "субъект права", "правосубъектность" вызывало и вызывает значительный интерес как со стороны ученых общей теории государства и права, так и представителей отраслевых юридических наук. В теории финансового права принято определять субъект финансового права как лицо, способное быть участником финансовых правоотношений, поскольку оно наделено необходимыми правами и обязанностями. Финансовая деятельность учреждений это выполнение ими функций по планомерному образованию, распределению и использованию денежных фондов в связи с осуществлением своих задач
