Международная Деятельность Субъектов Российской Федерации: Концептуальная Основа И Проблемы Правового Регулирования

Abstract

Успех федеративного государства на международной арене зависит от совместных усилий федерального центра и субъектов Федерации. Следует, вместе с тем учитывать, что в различных федерациях вопрос участия их субъектов в международной деятельности решается по-разному. Анализ конституционных положений и законодательства Российской Федерации позволяет определить, что субъекты РФ обладают ограниченной международной правосубъектностью, однако существующий ныне правовой механизм их участия в международных связях является несовершенным и нуждается в серьезной доработке.
