Abstract

Рассматриваются возможности резкого улучшения инвестиционного климата в России. В данной связи анализируется опыт зарубежных стран, добившихся заметных успехов в улучшении условий для развития бизнеса. Сравниваются рекомендации Всемирного банка и меры, намечаемые Россией в данной области. Показываются имеющиеся проблемы, связанные с практикой «ручного управления» экономикой и особенностями правоприменения даже хороших законов и норм в России.Possibilities of sharp improvement of an investment climate in Russia are considered. Experience of the foreign countries which have achieved appreciable successes in improvement of conditions for development of business is in this connection analyzed. Recommendations of the World Bank and the measures planned by Russia in the field are compared. The available problems connected with practice of "hand management" by economy and features of the enforcement of even the good laws and norms in Russia are shown.
