Abstract

В настоящее время в России комплексная система «умного регулирования» все еще находится в процессе формирования. Международный опыт проведения ОРВ показывает, что 80% всех регуляторных обременений несут лишь 20% нормативных правовых актов. Эксперты «Стратегии-2020» предлагают создать специализированный орган, не встроенный в систему внутриведомственных согласований и подотчетный Президенту РФ, -Национальный совет по совершенствованию правового регулирования предпринимательской и инвестиционной деятельности. Суть данной идеи состоит в создании условий для осуществления централизованной ОРВ наиболее значимых для экономики проектов и действующих НПА, на основе тесного взаимодействия независимых экспертов, органов государственной власти и предпринимательского сообщества.
