Abstract

Политика модернизации направлена на выравнивание уровня экономического развития стран. Экономическое развитие и институты взаимосвязаны, с одной стороны, существование качественных институтов приводит к росту экономики, а с другой, – определенный уровень благосостояния приводит к накоплению человеческого и социального капитала, которые создают фундамент для формирования современных институтов. Институты и технологии рассматриваются в контексте исторических особенностей их эволюции. Действия групп специальных интересов, доминирование церемониальных ценностей, блокировка вследствие зависимости от предшествующей траектории развития на неэффективных институтах являются серьезными препятствиями для модернизации экономики. Экономическая политика, направленная на модернизацию экономики, приносит плоды при существовании консенсуса среди элит по поводу целей и методов ее осуществления с учетом национальных особенностей эволюции институтов.
