Является Ли Российский «Бюджетник» «Неудачником»? Анализ Межсекторных Различий В Оплате Труда

Abstract

В исследовании предпринята попытка определить, существуют ли на российском рынке труда значимые различия в оплате труда работников бюджетного и небюджетного секторов. Анализ на базе данных РМЭЗ ВШЭ за 2000-2010 гг. показал наличие межсекторного разрыва с учетом как наблюдаемых, так и ненаблюдаемых характеристик работников и рабочих мест. Относительная недоплата «бюджетникам» составляет, в среднем, около 30%. Кроме того, при прочих равных, потери от работы в бюджетном секторе выше у более способных, чем у их менее оплачиваемых коллег. Использование декомпозиции на основе квантильной регрессии помогает ответить на вопрос о природе и источниках различий в оплате труда. Автор приходит к выводу, что главной причиной разрыва являются институциональные механизмы формирования заработной платы бюджетного сектора в России.
