Индексы Базовой Инфляции В России

Abstract

В работе систематизируются теоретические основы построения различных мер базовой инфляции и описывается опыт их использования. На основе наиболее распространенного в мировой практике метода исключения, применяемого также и в России с 2003 г. при формировании базового индекса потребительских цен (БИПЦ), проводится ретроспективный расчет данного индекса до 1997 г. В научный оборот также вводятся альтернативные меры базовой инфляции в России в 1997-2010 гг., при этом подробно раскрывается методика их построения. Эконометрическая проверка формальных критериев, характеризующих соответствие свойств различных мер базовой инфляции требованиям, предъявляемым теорией, показала, что рассчитываемый в России БИПЦ отражает трендовые свойства ценовой динамики не хуже, чем альтернативные меры, построенные методом исключения или методом усеченных оценок.
